Using high beams is appropriate on open highways without other traffic because they provide better visibility over a longer distance, allowing you to see hazards and obstacles more clearly. In contrast, using high beams in foggy weather is not advisable, as the light can reflect off the fog and create a glare, reducing visibility. In well-lit areas like city streets, regular headlights suffice, as high beams can be disruptive to other drivers.
